Kenya is Africa’s third largest gambling market, after Nigeria and South Africa. While gambling is regulated in the country, many laws have been amended to protect players and increase revenue income. The government has set up a team to collect views from the public on the newly proposed National Lottery Bill 2023.

This bill calls for a National Lottery Board (NLB) to oversee the country’s lottery system. Also, it will procure an operator to manage the lottery ecosystem and establish a National Lottery Fund (NLF) to disburse funds.

According to the new bill: “The main purpose of a national lottery is to support good causes and improve the quality of life of citizens through identified good causes, through the proceeds of ticket sales and taxation of winnings the government generates revenue to support various public initiatives or programs and to promote responsible gaming.”

Further, the new law will see the National Control and Licensing Board – BCLB – transition to the Gambling Regulatory Authority in the coming months. 

“We seek to establish a national lottery run and operated by the government to ensure a healthy gambling environment in the country,” – said the Taskforce Vice Chairperson Gideon Thuranira.

The United Kingdom, Nigeria, South Africa, India, Singapore, and Finland are other countries with established national lotteries.
